Licensing also have an approval process that Power Rangers has to pass through. Toei shot the Zyu2 footage for them, and later down the line designed toys, suits, exclusive characters, weapons and mechs. They also licensed other brands to them like the Metal Heroes brand, and Kamen Rider Black RX. And even though it fell through they had planned to let Saban launch Power Rider using Fourze as a base.
You seem to be taking the Akibaranger episode seriously but that episode is not the reality of Toei and Saban's relationship or the history of the series.
