>>44653907He evolves pretty late so I think a higher BST is fair, drop Magma Armor and give it Steam Engine and change its HA to Solid Rock. Since we're also fully committing to its Sp.Atk now drop Rock Slide for Power Gem and move Flamethrower to be learned much earlier and make Heat Wave its late-game Fire-Type move, also give it Burn Up as a Lv1 Move. Also let it learn Energy Ball via Move Tutor, it's a non-descript enough Grass-Type move that a good number of Non-Grass-Types can actually learn and given Magcargo is basically constantly emanating heat energy would fit the move in a sense.
