Starters, rare pokemon and Legendaries are the only logical Pokemon Reps. They are the pokemon that most people will recognize, and many are incredibly attached to them. In Pokemon there's no such thing as a "Neutral" choice, picking 1 will inevitably push 720 others aside. Every pokemon is someone's favorite, hell, i'm still salty that jigglypuff is in the game when i wanted Scizor, but as i've already said, using starters IS the most logical thing you can do to represent Pokemon. You will obviously not please everyone, but you might as well go with what will please the most.
