I don't remember exactly how it goes, but in he digimon world, the stronger a digimon is, the more angel-like it looks, and eventually all digimon can digievolve to such form. I think the highest tier/strongest digimon are the celestial digimon: serafimon, orphanimon and cherubimon.
The digimon lore is actually rather interesting.
