It's a pokeball mimic, now compare it with Foongus/Amoongus or pic related, and you see other ways in which this concept can be executed in a more inspired way. There is no such thing as "primarily based" and "secondarily based"; it's just perception. I named the pokemon I did because Hoothoot and Donphan (and Remoraid, Xatu, Scrafty etc) are among the best integrated in this sense, fusing more than one design aspect so well that you might not even notice. Some pokemon, like Honedge, may only have one real aspect to their design. Swellow is a stylised Swallow, for instance; this is where JUST. A. ______. comes from.
