There are lots of other ways that R/B didn't abide by the canon (America, Indian Elephants), and the introduction of real-time in G/S/C would be a reason to change this. And consider this: it's the only one where the sprite of the rival changes significantly throughout.
As a kid, I always assumed that by the time you fight Blue in the league he had reached early adulthood, his sprite looks older to me. The proportions look more like those of a teen than a young kid, in the earlier ones. The same way that the towns and overworld sprites are chibi-fied and meant to represent something bigger, I always assumed that the in-game time was a representation of something bigger.
