His entire torso to the tail being a continuous flow of shapes is great and giving him shoulder definition would not only muddy up that detail it would also make him unironically look like a lizard man in a suit instead of a neat amorphous creature.
Every fanart I've seen that tried to give it bony and anatomical details make him look unappealing and like a generic fantasy lizard man instead of a lanky Pokemon.
