Regarding your mon, it's pretty good actually. Of australian origin and with a story behind it. Yes, it could well very well.
Thing is, we already have a frog in the Psychic / Water tadpole, but seeing how it is a fully developed toad whereas the other is an immature specimen with psychic powers, we could have it be a split evo.
This said, the wind Markhor already takes after a demon, so I think the best way to go about the design and concept is to mix it with another mon, an Old Aus all-time favourite based on a Dart Frog. It would definitely make for a great mon if we get the mix right.
The mon is pic related. It was supposed to be Poison / Electric I believe, though it might have been Electric / Dark. If you ask me the design is pretty good, specially because it takes a parodic approach to 'overdesigned' Pokemon, but it needs a slight redesign and introducing elements from your concept could help immensely.
