He's got a lot of corporate sponsors, so presumably there's a lot of pressure being used on him. It could be like his manager has been fixing fights this whole time without him knowing and having Leon do things that he thought were helpful but really just furthered the manager's evil goals.
That way we get him as a villain AND he still gets to be a good guy with a charizard.

Considering how much they're pushing the League as a televised sport this time, I bet the game will start (after making our character and getting the usual spiel) with our character watching a rerun of some Championship fight with Leon being all glowing and badass in it.
I say rerun cause he seems to be in the Tutorial Town when we're starting going by other shots in the trailer.
