They probably don’t want to tackle how they’d do the fusion aspect for the form change. They probably regret introducing form changes like with hoopa and furfrou because they could just make more money by having the kyurem forms be raid only like all the other legendary forms you can’t change, only catch
They’ll probably fuck up how they’d introduce them anyway with an elite raid or a paid ticket or some shit like that.
