Pokémon hasn't always done a great job with rare Pokémon distribution.
>Once-rare Pokemon become common
Example: Drifloon and its evolution are fairly common encounters in every generation since release in the areas they can be found (Giant Chasm, Route 8, Hau'oli Cemetary, etc.)
>Pokémon are rare because they're only found super late-game or post-game only
Example: Slugma, Houndour, and Murkrow in Kanto in GSC... or Larvitar and Misdreavus only being in Mt. Silver.
>Pokémon are rare because of low encounter rates in normal areas
Example: Mimikyu being somewhat hard to find in Abandoned Megamart in S/M, same with Pokémon like Passimian or Pinsir in Lush Jungle.
>Pokémon are rare because they're only findable in one small location after dungeon crawling/puzzle solving
Example: Bagon in the Dragon Claw room of Meteor Falls.
>Combine all the methods of being rare because shut up that's why
Example: late-game/puzzle-blocked/1% spawn Larvesta in USUM.
So what does VP want? Should rare Pokémon be more common in normal areas? Should they be rare encounters that take a lot of hunting in one location to find? Should they be locked behind puzzles or only accessible late game? How can we make "rare Pokémon" feel better?
