What on earth could possibly be the reasoning behind this? It's not balance, that's for sure. And since when does Game Freak give a fuck about balance? Have you SEEN the Pokedex?
You can come up for some "weak, but understandable because Game Freak is retarded" excuses, like cutting Hidden Power because it uses IVs, or cutting Return/Frustration because it uses Happiness, but what about shit like Pursuit or Signal Beam that serve valuable utilities? Or, hell, what about all of the moves that aren't even particularly useful competitively, but are still fun to use, like Wake-Up Slap, Dizzy Punch, Me First, Mirror Shot, and so on? How the fuck is this even justified?
My standards for Sword and Shield are so fucking low that I could accept it just being a standard Pokemon game, but at every turn it reveals that they've gone out of their way to be even worse than the bottom-of-the-barrel standard the Pokemon series has fallen to.
