Unevolved shitmons yes. Most of its powerful pokémon were caught either by battling them or befriending them, just like Ash. Whenever he tries to get a strong pokémon without battling, it ends in a failure (eg: the Gyarados from Cero Island)

He's a flawed character who's constantly belittled and punished for his flaws. He failed some Project Mew missions because of the well established flaws and had to improve as a person and as a trainer to succeed in his next missions.

Ash's Charmander went from Charmeleon to Charizard over the course of 3 episodes, in which it only had 2 battles which it lost (against Paras and Parasect)
If you think Cinderace is unearned (despite having lots of battles as a Scorbunny and Raboot) then you must think Ash's Charizard is also unearned
