At least venonant evolves to lose them, so it's tolerable that they're so short they're practically useless. But everytime Chansey is on screen it just looks so weird when she uses her hands for anything. Her arms aren't long enough to do half the things she does, and whenever the animators phone it in and extend her arms it just looks even weirder.
Audino > Chansey in this regard. If it weren't for audino being useless competitively and Chansey having nostalgia factor I don't think anyone would value Chansey more than Audino design wise
