All his learnable water moves are things most Normal-types can learn, like Surf and Hydro Pump, but I'm not gonna say GF fucked up by not making it so Normal Pokemon will change type if they hold a Type Plate so they can benefit from their large moveset.
You can argue Grapp's stats suck, but it's not due to his lack of ability to use the few useful water moves he can learn mostly from TMs/TRs.
