First he tells you how good the IVs are overall (Decent, superior, etc)
Then he tells you which stats are the highest. Naturally, for IV'd pokemon, these will be 31s, but not necessarily. If multiple stats are the highest, he says all of them.
Then he tells you about that stat/those stats. For 31 he'll say they can't be beat or whatever.
For a 6x0IV pokemon, he will say that all of its stats are the highest, then he will say that they're all useless. At no point does he say anything like "they couldn't be better!", which normally indicates 31.
