Basic idea is that the place is divided into three major small regions, water fire and grass which are more or less culturally distinct. Tech level is lower, instant teleporting of Pokeballs doesn't exist, the pokedex is still being developed so people have to carry guidebooks around and such. The whole region in the process of building up, especially since new technologies and treasures are being discovered through salvaging from the sea at a pretty fast rate. The center city reveres dragon pokemon and more or less is the central seat of power.
The prevailing mythology in the region is that dragon pokemon created and protected the region from other legendary Pokemon long ago. The region is actually what's left over long after most of the known game regions have been sunk beneath the sea or buried underground, or otherwise tossed out of existence by crazed legendary mons.
