That way Leafeon gets a niche as one of the only Grass-types to get Fire coverage and can abuse Chlorophyll + Sun's Fire Damage boost.
Flareon is still shit but it gets Leech Seed and Reflect to eke out some longevity and Grass coverage helps it get past fat Water and Rock-types
Also has the fantastic benefit of buffing all the other Eeveelutions. Vaporeon gets a great Electric move, Sylveon gets damaging recovery, Espeon gets better Fairy and Ice-type moves, Glaceon remains dogshit, where it belongs and Jolteon actually gets coverage options back after losing HP and Signal Beam
