It has offensively-oriented stats and typing, but they aren't high enough to accomplish anything and it has no boosting moves. It actually has several offensive options too.
It has access to Defog, Roost, U-Turn and Levitate which lets it take less damage from hazards than most pokemon, but it's hardly bulky enough to be defensive.
It just doesn't do anything that would make people WANT to use it. Sure, the Defog/U-Turn thing is neat, but this doesn't make me want to use it over any other Defog user. It's not enough.
