S/S got fucked so hard cause the higher ups didn't give them the resources they needed. They split things up with Town and LGPE, leaving the mainline games likely with barely any more staff than usual despite needing to make a much higher fidelity game.
Honestly, I feel really bad for the animators that had to work on this. I'm sure they wanted to do all sorts of shit with it, but the execs didn't give them time or manpower to handle it and ended up making the cut decision while throwing the blame for it on the animation team.
Fact is, there's a lot of good animation in there. There's a lot of lazy, corner cutting animation for sure, but there's also a lot of really good character animations and some of the pokemon have really nice idle and attack animations. But people focus on the bad shit here because Masuda decided to go "Uh, it was for animation" when the actual ones at fault are the ones who did the project managing.
