I'll start with my two cents on Pokemon's Ice-type as a whole:
Most of the time when the Ice-type is applied to a Pokemon, it feels to me like the concept is either tacked on or forced. See: Jynx family and Weavile family for the former, and Vanilluxe and Cryogonal for the latter. A lot of Ice type Pokemon feel like forced concepts, like they could have been tied to other types like Water. I don't get why Smoochum and Jynx are Ice. I don't get why Sneasel is Ice (with Weavile it seems like they tried to force an excuse by calling it a snowland dwelling preadator but does that really have to make it Ice?). Yeah there are some Youkai-based Ice Pokemon and that's cool and all but does it really justify a whole type's existence? We really didn't get any Pokemon that were purely Ice-type until Gen 3 and yeah, didn't seem like they had much in the way of good ideas. I just hope Fairy doesn't wind up the same way. There also aren't too many Ice-types that take advantage of their typing mechanically as well. Ice Beam is a great move because of all that coverage. How many competent Pokemon can abuse it with STAB? Very few, sadly. There aren't too many strong physical Ice moves either. Ice Shard is nice priority for those damn Dragons and Icicle Crash is kinda weak for what it is, especially considering its minimal distribution. If Ice is to improve as a type family, we really need more glass cannons and not pseudo-walls or anything as the type seems to be focused around. All I'm saying is that Ice feels like a type that's flawed conceptually and mechanically to me. Hopefully this is rectified in many ways in the future.
