Unless you have the full encripted title key and the title encoder/decoder, which would create a valid console key and valid tickets for download, attempting to even download the game will always fail at 99%.
There's people with those on the hack side of the 3ds scene, but it is obvious why they aren't retrieving something so important just because.
And don't even think into trying to tell them to give you the encoders to get your machine's personal keys.
