I do agree that they should give her moves(all mono grass types in a nutshell. Earth Power fucking when? ), that doesn't mean that she has to get a typing that makes no sense on her. Compare her concept to her counterpart Whimsicott. Notice that Whimsicott shares many elements traditional fairies have: its a whimsical prankster like fairies and has "Elf" on it's japanese name, who tend to be supernatural nature associated beings like fairies. As for Lilligant, shes just a plant. A plant that resembles rich woman's clothing from the 50s. She doesn't seem as worthy to get typing unlike Whimsicott. Which is why she remains pure grass.
