It's all because of the 'eyebrows'. Her expressions changes depending on how you interpret them. If you look at the official art, you'll see they always look 'angry' if you're going by eyebrows. I think it's a combination of that and her mouth. If she was smiling or something, I don't think she'd look angry at all despite the way her eyes are drawn.
I don't know what the artist was going for, but it's a really well composed piece regardless. One thing we can all agree on is that she be lovin' it.
