-has not had any controversy, an all around good design that appeals to most people, and old enough that it appeals to nostalgiafags
-has a unique typing, the only one to have this typing before generation 7
-does decently well in smogon without being infuriatingly overpowered
-not a waifu/shillmon, so people don't hate it off the bat
I feel like most Pokemon have their fans and people who dislike them, but universally Skarmory seems loved.
