They're essentially a symbol of power for the two most powerful, warring factions. One would be sought after by those wishing to prove that they are right in whatever their cause might be, and the other is usually revived as a response to the first.
Granted, the amount of time between the dragons' rebirth seems to be large enough that their reputation falls into folklore and myth, before recorded history.
That's assuming the 'cycle' has repeated a few times, and not just once like the games seem to imply, and not my own ideas for the two.
