Yes, because they already had given Oak Bulbasaur instead of Nidorino and decided they wanted to release Leaf after the positive reception to Green in Let's Go.
There are plenty of exceptions, like May/Dawn having Torchic instead of Mudkip or Piplup instead of Turtwig in some cases, but there ARE guidelines that make a general rule for most of this shit. There's a reason Red's FRLG design is associated with Charizard while the "Classic" Red design usually has either Pikachu or Venusaur.
