For the WHOLE DAMN game he has three Pokemon, it's only at Victory Road does he get four. This is an even worse situation than Gen VI rival, and it may have been justified if those Pokemon were actually good, but no, they're really not. The three Pokemon he has are cookie cutter Unova mons (starter, regional bird, THOSE FUCKING MONKEYS) and those three were on Cheren's team in BW1 anyways.
Half of his team is the exact same shit you just fought in the previous game. Think about that.
