Since it is one of the last gyms and dragons tend to be quite proud, my idea for this one is that it would be a kind of tower or mountain that you have to reach the top to face the leader, and in each "floor" or "section" there would be a trainer to challenge you.
Something like a knockoff Elite 4, but maybe without the "you have to beat all five without going to a Pokemon Center", to prepare the player for it.
