Honestly you can buy some in Celadon city, my starter would probably be one of the pokemon you can buy like Dratini or Nidoran. And they'd stay unevolved because I wouldn't be a good trainer yet. Also, my parents had a hard time teaching me to swim, so they'd most likely get me a dratini as a living pool noodle to keep me safe.
