How come Ash doesn't use his best Pokemon to win the league?

In Johto and Sinnoh he made some changes for the Pokemon league but in the rest of the regions he just uses the same ones even if they're weak, unevolved pokemon. If he wanted to he could easily win

I'm not disagreeing with you that Ash won't get the tree, but "they don't even fit together" feels like a bad argument. Boldore, Glalie, Gliscor, Palpitoad, and arguably Leavanny weren't Pokemon that would really be considered Ash-type Pokemon either.
