Its more of a scrimmage match and not an official battle sponsored by the Pokemon League, seeing as Mt. Silver is basically a training grounds for all elite trainers. Red never formally challenges Gold for a title or anything, the battle was by pure happenstance, nobody knew he was up there on Mt. Silver. You'd also have to assume that Red has already beaten the Johto Gyms & E4, seeing as you can't Reach Mt. Silver without beating all 16 Gyms, giving him around the same accolade as Gold beating both region's Gyms, & even maybe greater because he has possibly beaten two iterations of Elite Four. Gold also never saved the world like Red did, only moping up the remnants of Rocket that Red initially took down.

Player character can be anybody so in your headcanon yes but someone else could have lost seventy times, you would have to tally up all the players in the world's IRL record to even get a clue. In official stories its just stated that they battled, the ending always a question.
