>muh level curvememe, but HGSS actually fixed Kanto entirely. While we can't really say the same for Johto, it at least did care to make Slugma available pre-e4 which was alright at least. Like it or not, they put a lot of care into the game as a whole that improved the experience over Gen 2, even if it doesn't seem like the balance was tweaked initially.
