As you can see, Gallade fits nowhere in that list:
-average popularity
-somewhat decent in a way that called for no immediate tweaks, yet enough shitty to be disregarded by wider usage platform
-meant as a bonus to capitalize on established popularity, rather than being a focus of one.
Probably GF felt that Gallade at his beginnings was a separate placeholder for something powerful amongst Ralts. Now that we have megas, Gallade no longer fills that purpose.
