The kid also mentions Pokemon learning moves at in a set order at set levels, but it's unclear whether he's talking about real Pokemon or the simulation, and either way, that's proven to be false as there is no set order in which Pokemon learn moves in the anime. They often learn "level-up" moves out of order (Ash's Rowlet learning Brave Bird before Feather Dance), or learn moves that need a TM or Move Tutor in the games on their own (Pikachu learning Electro Ball which then upgraded into Electroweb later on)
