Sugimori actually came up with Throh back during the development of Gen IV, but it was rejected at the time. It was then accepted for Gen V after some more work on it. He was then told they wanted a counterpart to it, so he made Sawk.
In a separate magazine issue, when discussing how they made the genie trio, he mentions that Tornadus and Thundurus were at one point going to be based on the red and blue oni, but they decided against it because Sawk and Throh already covered that. However, Sawk and Throh were originally going to have horns, but they removed them and gave them to the genies instead.
