Most PvP happens at level 50, easy to reach if you go to the Hoenn Battle Frontier, call some Tentacruel hordes with Sweet Scent and blast them with Earthquake. Getting to level 100 takes a bit longer, still not unreasonable. Mostly pointless for PvP though, as in the most common tournament mode your mons are scaled down to 50.
