double team is banned and you still have literally hundreds of moves to choose from; and you can play nidoking and dragonite together on the same team, provided you're not trying to use dragonite in UU play. nobody's stopping you from using what you want to use, save for a small number of moves and abilities. hell, official VGC formats ban the use of sky drop, dark void, and certain legends, some of which aren't even good. smogon bans/doesn't ban pokemon based on how they affect the metagame, nintendo bans pokemon because they carry the near worthless title of "event legendary" or "box legend".
