EF is a Floette owned by AZ and transformed somehow by the Ultimate Weapon's energy on revival (akin to Ho-Oh's revivification, but where it revived unknown pokémon and rebirthed them as Legendary Beasts, the UW didn't grant it a new body or form, just gave its original powers beyond its species). Without the specific combination of factors that came together to birth EF, there is no more of them, unlike Ogerpon the Legend, rare and from a distant land to where it's first encountered. If Game Freak wanted it to be a distributionmon, they wouldn't have gone to the fucking lengths they have done to make it unique, over and above even staying consistent with Ash's Pikachu.
