Skarmory is certainly an odd choice of Pokemon when it's not even native to the area. Thanks to Masters, there's a theory among fans that Steven had met Grimsley along the beach and introduced Skarmory to him. That meeting would also help explain where Grimsley got mega stones from in the Battle Tree, though it's possible he received them before he left the Unova League. I prefer the latter explanation.
