Sometimes it spawns a lot of random water pokemon, sometimes machops, sometmes gastly, sometimes oddish. Chances are 5-10 commons are on rotation every day and it's never consistent. But to answer your question, no it's not just commons. In fact you can get a lot of 10k egg stuff and evolved Pokemon just from those lures and you'll know when they spawned since everyone uses a scanner so if you see a mob go somewhere, that's why.
Also, all starters spawn on this island for some reason.
