Assuming i'm from sinnoh because it's the first region i played in. Getting a magicarp to start with seems like a decent first move since you can capture it pretty much completely safely or buy one for cheap. It won't really be able to battle but you can hide behind it while you throw pokeballs at slightly more capable mons.
