If they actually cared about socializing they would put more effort into making versions more distinct, and wouldn't sell fucking dual packs.
And as you said, there are ways to encourage socializing than locking pokemon behind gates. Limiting players to only one fossil, rare pokemon that are hard to get, event pokemon, limiting items, and just multiplayer in general like battling. All version exclusives do is cause to people to quickly do a few trades and never talk to each other again
