The first three keep being oldschool by having stone evos, Espeon and Umbreon get to keep their special bond with their Trainer by evolving with friendship, Glaceon and Leafeon are the best adapted to their environment cause they evolve in response to it and Sylveon is super speshul since it evolves with Amie.
I guess if you make them all evolve with rocks then they all become a more indistinct group, which GF might theorize would make them less popular (and marketable).
