In this image, you'll see that it's actually the 3rd best one when introducing a new mon. It doesn't reuse old mons and almost introduces 1 every route, like Kanto and Hoenn.
The difference is that you actually reach the first gym faster than every other gen, which makes it more similar in pacing to Kanto than Hoenn does.
Hoenn is still the best out of the three but gen 5 definitely isn't one of the worst like your image would imply
