And the fanbase hates designs that try to be symbolic anyway. Samurott also appears more sea lion-like compared predecessors even though its more of a giant otter with sea lion characteristics. Sugimori even mentioned that its still part otter but everyone was more focused on the sea lion part which is why it was largely ignored.
Samurott really isn't that bad of a design, the fanbase just lacks an open-mind to fully appreciate it as a final Oshawott evo.
