You can only claim something is a mental disorder if it's the source of stress/anxiety and unhappiness on a specific individual. And it's not meant as a "there's something wrong with this guy and that's it". Mental disorder is meant to say "this is the cause of their unhappiness, and we have to find a way to fight it".
In the case of being gay, yeah it could be considered a mental illness with some people, but the solution would be to make them accept themselves, not to try and force them to become straight, which would make them even more depressed obviously.
It's only a "mental illness" because of bigoted people who spend their life spitting on them even though it doesn't affect them in any way.
