It's all bout personality! People frown upon uberpowerful characters, but if you can make them believable people, and give them a solid personality that others can attach to, not only can you make an interesting story and work for it, but you can make people connect with these characters.
Take Team Crusader for example. Each of them brings something to their dynamic that helps raise the other one up, despite Dav being fully evolved, he's still learning how to use his abilities, right now, he's kinda gimped as a real pokemon, but as a character, it's a journey. Beau's much the same way, with the added fears of being looked down by the group, for being a quadreped.
Mako hasn't had his time to shine yet, but I see him as the brains of the group, the one with the most knowledge about the world, focusing on how he connects with the others on that level, taking on a pseudo-guide role in the team.
This gives them time to grow and get their bearings as new pokemon, and sets the stage for larger, more dramatic plans I have for the team in the future!
It's all about how you handle the character, their journey, and their flaws that make them interesting, a fully evolved pokemon opens the doors for interesting stories in that aspect.
