You conveniently forget Fairy type didn't even exist when Mawile was made, and that she clearly was a top-down design along with Sableye, with them attempting to make a Pokemon with the most resistances and least weaknesses to compliment Sableye's complete lack of weaknesses (at the time). It's a very transparent pairing, but they shit the bed on a Pure Steel type because they had no idea what to make it and were clearly hesitant to go beyond mono-Steel.
