People eventually managed to cross universes to settle this new one, which was done by invoking dragon legendary pokemon like Rayquaza and Zygarde to fight and subjugate other legendary Pokemon to make the new world habitable by creating laws for space and time, stabilizing life and death cycles, and so on. There's a lot of reverence for dragon pokemon and they are associated with law and power over/embodiments of nature, with the balance of fairies as more untameable nature spirits who maintain a slightly separate dimension. Much of the world was based on the memories of the first people, who directed how they wanted to build the world. All in all, all the types are very much in harmony, with water, grass and fire being the major themes of each subregion because of their importance in nature and the power of dragons over them. Every type has its own city too, and people themselves becoming associated with a type depending on their first Pokemon, which always becomes the Pokemon they bond with most, said to be the twins of their soul. Gym leaders of the water, grass and fire gyms are so exceptionally powerful tied to their type and the land they have powers of their type and live in sacred places.
All except normal types, that is. Normal types get nothing. Nobody remembered them at the dawn. Those who bond with normal type pokemon rarely amount to much and never feel the connection with the world around them like other types.
The villain is a young trainer traveling with the PCs, who will slowly become more and more upset about this. She has a mysterious flute that was found with her as a baby that plays music that seems to come from other worlds. Together with other downtrodden children, she will eventually form her own team and sing for the Original One.
